PUBLIC LIBRARY SERIVCE

Introduction

The Public Library Services Department is a vital arm of the Oyo State Library Board, dedicated to fostering community literacy and lifelong learning. This department plays a crucial role in providing equitable access to information resources, promoting reading culture, and offering a diverse range of educational programmes. Through various initiatives, the department engages with the public, facilitating workshops, storytelling sessions, and book clubs that cater to all age groups. Additionally, they oversee the maintenance and expansion of library collections, ensuring that residents have access to contemporary materials and technology. Overall, the department significantly enhances the intellectual growth and cultural development of the Oyo State.

CORE Functions
  • Oversee all sections within the department.
  • Supervise the Branch and Zonal libraries.
  • Attend management meetings.
  • Organize meetings with librarians to discuss ongoing and upcoming initiatives.
  • Validate and approve plans for departmental programmes.
  • Evaluate library-related issues encountered by sectional, branch, and zonal heads, implementing effective solutions.
  • Prioritize and assign tasks and projects to staff members.
  • Assess staff performance, providing coaching and instruction as necessary.
  • Conduct performance reviews for directors within the department.
  • Advocate for the inclusion of library perspectives in policy development.

Director Public Library Services Department

SCHOOL LIBRARY SERVICE

Introduction

The Department of School Library Services is composed of two sections dedicated to supporting school libraries throughout the state. Below are the roles and responsibilities of the Director of School Library Services:

CORE Functions
  • Monitoring Library Development: Oversee the growth and standards of school libraries in both government and private institutions across the state.
  • Training for Educators: Provide training for Teacher Librarians and Library Assistants in schools, ministries, and other governmental and non-governmental organizations (MDAs) in the state.
  • Conducting School Excursions: Host school visits to the Library Board, providing essential information about the Board's functions and guiding visitors through the Library complex.
  • Consultation and Guidance: Offer advice and support to schools on establishing and organizing their libraries effectively. Internship Training: Supervise and mentor students from higher education institutions during their Industrial Training (I.T. / SIWES) placements at the Library Board.
  • Library Day Events: Organize Library Day activities within schools, featuring talks and presentations on fostering a reading culture.
  • Book Donation Initiatives: Coordinate book donation programs for schools eligible for assistance, as well as processing requests from schools seeking donations.
  • Management Participation: Attend and actively engage in management meetings.
  • Holiday Programs: Plan and implement holiday programs for school children to promote literacy and library engagement.
  • Additional Duties: Execute any other responsibilities assigned by the State Librarian as needed.

Director School Library Services Department

ADMINISTRATIVE AND SUPPLIES

Introduction

The Administration and Supplies Department of the Oyo State Library Board is a vital support unit within the organization, providing essential services in both human resources and administrative functions.

This department is responsible for various human resource activities, including recruitment, staff welfare, training, salary management, and benefits packages. Additionally, it plays a key role in workforce planning, employee health insurance, retirement and succession planning, and career development.

On the administrative side, the department oversees office spaces and facilities, manages office supplies and equipment, coordinates maintenance and repairs, and ensures the security of the environment.

  • 1. Policy Development and Implementation: Formulating policies and guidelines that govern library operations, ensuring compliance with state and national standards.

  • 6. Public Relations and Outreach: Promoting library services through community engagement, partnerships, and outreach programs to increase awareness and usage of library resources.
  • 7. Research and Evaluation: Conducting research and assessments to evaluate library programs, services, and usage, and implementing changes based on findings to improve service delivery.
  • 8. Technology Integration: Facilitating the adoption and integration of technology in library services, including digital resources, online catalogs, and information management systems.
  • 9. Record Keeping and Management: Ensuring efficient management of library records and documentation to support administrative tasks and accountability.
  • 10. Compliance and Reporting: Ensuring adherence to regulatory requirements and reporting to relevant government bodies and stakeholders on library performance and activities.
